Is there a way to turn on the Inference lines if they are not showing. I 
just received a student version 08/09 software and they are not shown when 
sketching.

Try tools/options/system options/relations-snaps, check the box automatic 
relations & check most of the snaps. I think this will then show the 
inference lines...
