Overriding Ordinate Dim "0" position

Our designs have the ability to go beyond the SWX boundaries.  We often
dimension item elevations related to sea level.  So, when a project is
in Denver, well, it's beyond the SWX boundary!
I have found the 'override' check box in the dim properties, but it
doesn't change the child ordinate dimensions. I want to change the zero
value of the initial dim, and have child ordinate dims follow it.
Any thoughts?

I use a technique in drawings sometimes when I have a detail view, but my 
zero ordinate would fall out of the detail view.  I think it may work for 
you as well.  The only thing that scares me is the scale of what you are 
describing.  That may be a limiting factor.  But here goes anyway...

Create a sketch to be used as reference only, in the model/assembly.  It 
should contain a point at the elevation that you want to represent as 
sea-level.  Sounds like it will be WAY out in modeling space for you though. 
Use this for your zero ordinate.  You could actually build your model 
completely referencing this "sea-level" sketch.
In the drawing, depending on how you did end up modeling it, you may be able 
to simply import your dimensions.  If that's not possible, and you have to 
manually dimension, simply show this sketch in your view and create your 
zero ordinate from the sketch point.

Like I said, the scale of what you are doing may make this impossible.
