MPEG-4 part 2 intra AC prediction?

If I want to enable intra AC prediction in an MPEG-4 part 2
encoder, must I also do intra AC prediction on intra macroblocks
in P VOPs. The standard seems to suggest that, but it's not
entirely clear (at least to me).
