You don't need to.
But you may want to.
Anyway, for version 6:

Everything on http://fmweb01.ucc.usyd.edu.au/ is a FileMaker 6 database
driven website

Now, you'll need to decide what it is you really want to do over the web -
casual browsing for staff? Instant Web Publishing (even on 6) may be enough.
Need more control? Then in 6, you'll need to learn about CDML - fairly
straighforward if you've ever coded webpages, but a lot more complex than
pressing a button.

If you really mean 'access the database' rather than a web representation of
the database, well, that's a different question...

I guess it comes down to: What do you actually want to do? Define that
first, then we may be able to assist in working out an approriate
technology.

Contact me,

I have a FM7 web database I use for demos, but its not up all the
time...only as needed.

Send and email to pzspam@rogers.com to set up a time to view the database.

Paul
