I'm using a DB template provided to me by a colleague. However, the
template was apparently originally created under the Swedish language, as
all formatting (semicolon instead of comma in calcs, Index language, etc)
default to Swedish and I must manually change them to English. Is there a
way to permanently change the default formatting language? I have a startup
script set to "Use System Formats", which works, but I was hoping for a more
permanent solution.

You don't say what version or platform you're using but I think under
windows you can try this.
Make sure your computer is set up the way you need (Date format, time
format, decimal, etc)
Then open your DB and save an EMPTY CLONE of the db.
Select ALL the records in the original DB, close it.
Open the Cloned copy and import everything from the orignal.
I think that should solve the problem.
It worked for me with FM 4.0 Win.
