Am I right in assuming this. Each pulse has a width of 1/2nW. Tranmission
rate is 2nW/second where W is the bandwidth and n is bits/sample

2*4*500/sec = 4kbps/sec

Therefore this scheme will work only if the line can support a data rate of
16 kbps in a bandwidth of 2700 Hz.

Probably not. Explain the reasoning that led you to this assumption. 
(Why 4 bits? Is that assumed in the homework problem?)
