Trouble displaying text

I often receive mail in rmail (emacs 21.4.1) that seems to substitute
extended characters for plain ASCII. In previous emacs setups, I don't
recall anything quite like this. What kind of notation or coding is
being used here? How might I display the text legibly?

Your example is actually cyrillic text encoded in the 'windows-1251'
character set, which has been decoded to latin-1.

You probably have to run M-x codepage-setup RET 1251 RET before you
can decode this stuff.

Thank you for the explanation. Is it possible to load this code page
automatically by placing in ~/.emacs:

(require 'codepage)
(codepage-setup 1251)
(define-coding-system-alias 'windows-1251 'cp1251)
