Is there a utility I can get that will convert a font to an outline
font?
I would be happy just to be able to convert a particular text string to
outlines.

If you have Microsoft Word or most other full-function word or document
processors (e.g., Word Perfect, Word Pro, Adobe InDesign) they have that
function built-in.
In MSWord, use Insert/Picture/WordArt.
This website can do it for you, free and on-line: http://cooltext.com/
There are numerous stand-alone graphic text manipulation programs that
can do it, too.

This one offers a 30 day free trial (I haven't looked at it)

All Truetype, Type 1, and OpenType fonts are intrinsically outline fonts
to begin with.
Just about any vector illustration program, such as Corel Draw and Adobe
Illustrator, will allow you to set the colors of the outline and the
fill separately, as well as setting the width of the outline.

I have Word. I tried WordArt, I got it to convert a specific text string
to an outline, but it also converted it into a graphic. It was not
longer text.

These look promising. I was surprised that the free one (POS Text
Effects) is more than 10x larger (19MB) than the commercial one (Font
Twister). Just from the website, Font Twister looks better.

I don;t have any of those programs. I do have Publisher as part of
Office 2007, b= ut it doesn't appear to have that capability.
I probably wasn't clear in my original request. I am looking for a tool
that will convert a font, such as Hobo BT, into an outline font (with a
different name) that I can then use like any other font.

Right. It sounded as if you had one specific line of text that you
wanted in outline form, rather than a new working font.
Hobo Outline is available from URW for US$19.95
If you're only looking for a few specific fonts, google for
FONT fontname OUTLINE.
FontLab has such a facility; like all automated methods, it's very
sensitive and needs to be done with a lot of attention paid to its
results. What it does when creating an outline version is to take the
exising outline and add a slightly larger duplicate. This can produce
unwanted overlaps and other artifacts.
There are some MUCH older programs, such as Alltype and FontMonger, that
used to be able to create different font variations, including outlines,
but they're no longer available and might not even work on current
operating systems. FontMonger was widely known as FontMangler, if that
gives you any hint!

Before I read this carefully, I thought you only wanted to create a
"dxf" file, but it appears that you want to make an outline font (otf,
ttf) from a regular font. What I'd use is a font creator program
(Fontographer, HighLogic Font Creator, Fontlab). There is a free font
creator, TypeLight, I believe that might be able to do what you are
trying to achieve.

I couldn't find any way in TypeLight to do the kind of semi-automatic
conversion that Jennifer is looking for, although it can adequately
create fonts from scratch and make basic modifications to existing fonts.
Even the pay version doesn't seem to have any 'special effects'
capabilities.
Or am I missing some obvious menu item or button?

I haven't used TypeLight, Character. I suppose I assumed that it might
do what Jennifer was trying to create without needing to buy a font
creator program.
