I cannot open certain jpegs. It looks like they are loading, but then I
get an error:

GIMP Message
Opening '/home/nospam/My_Pictures/photos/someimage.jpg' failed:
Plug-In could not open image


GIMP will open my other JPEGs. The images appears in the preview
thumbnail window. I can also view them using Kuickshow.

Permissions are set to 644 for all the images so that is not the issue.

I am using --
Mandriva 2006
GIMP 2.2.8

Does anyone have clues as to what the issue is?

I've never seen this..  I'm using Mandriva 2006 Power pack with Gimp 2.2.8
I went through a few dozen JPEG images I have stored around my /home
directory.

Are your JPEGS all from the same source.. (Camera, scanner etc), or are
they downloaded off the web ?

Try to manage or delete your data exif on a copy
on my slackware i have downgraded libexif-0.6.12
