A bump map is what you're looking for. A bump map is a map of values to
height, and it gets rendered to 2D with shadows and relief and the like
being adjustable.

Draw your text, copy the text layer, and blur one of the layers. Now,
select the un-blurred text, and do Filters->Render->Bump-map, using the
blurred copy as the map.
