I use PSP 7 but have found some interesting PSP8 presets that I would like
to try in PSP7, especially one for red eye correction at
http://pixelnook.home.comcast.net/RedEyeRemovalBrushes.htm
However it does not appear among my Paint Brush options even after I put
them in my Preset folder. Is there a way to convert them so they are usable
in PSP 7?

No. PSP 7 tools do not have presets. Some of its effects filters do;
those are what you see in its Presets folder. You could make an
impression with a brush in PSP 8 and use that image to create a
custom brush in PSP 7.
