I  want to crop an irregular shape.

Our Squadron crest has a light blue box around it

I need to crop away the light blue box, leaving just the shield and attached 
scrolls.

What is the easiest and neatest way to do this?

Do you really mean "crop'?  You can't crop to a non-rectangular shape.

You could, if the image is clean, promote the layer and
use the magic wand to select the light blue area
and delete it,
If the selection is a little less straightforward try the freehand selection
tool in Edge Seeker mode.

But then you're going to have to save the image in a format
that supports transparency, like the PSP native format, PNG or GIF

What do you want to do with it when you're done?
