My raw digital photos show ocean waves very green off the coast of
Santa Cruz. While the color of the ocean IS green, is there a way I can
tweak these photos and make the water look more tropical / blueish?

Yes, there is a way. In fact, dozens of ways to adjust color in PSP. 
Some of them apply only in more recent versions. Rather than 
enumerate them here, I'll suggest you start with a search in Help 
for color adjustment, then try

My favorite method for this sort of change is to select a range of 
colors in Hue/Saturation/Lightness and adjust the Hue slider. You 
might like Manual Color Correction or Black and White Points better 
for the image in question.
