Moving toolbar to top row?

I want to add a toolbar (Scripting) alongside my main menu in PSP 8,
i.e. on the top row. Is that not possible? I can locate it alongside
my toolbar, on the second row, where there is a little *less* room, so
it can hardly be a space issue.

I can move it up there but not docked in 9 it will only dock on the tool 
bar. So Maybe not.

No.

However you can drag each individual item off other toolbars,
and place it directly onto that bar alongside currently existing
menu items.  You can also create more open spaces up there by
drag/dropping the HELP menu down inside your WINDOWS menu -->
then renaming WINDOWS as a shorter "W".

Be sure to do all your customizing whilst an image is currently
open and active.  That menubar is actually three separate
toolbars and constantly changing.  All depending on whether your
image browser, an image, or nuthin', is presently active and
happening.  Erroneously customize your menubar whilst the image
browser is active, means: When you then open any image to
actually use your customizations, they won't be visible.  They
will only show when the image browser is active, and will be
useless.

There are a few features that will not customize on the Menubar
as icons, and will revert back to text.  If this REVERTS TO TEXT
happens?  Drag stuff directly from your Customize Dialog Box
instead.  Don't drag /drop from other toobars.  This will then
allow even more items and features to install up on the Menubar
as true icons --> but not all.  Some features still revert to
text no matter what you do.  You'll soon find out which ones
work, and those that always revert back to text.  Nonetheless
the dead empty spaces sitting around up there, can indeed be
expanded wider, and better utilized.
