I need to combine 2 or more pictures into a frame. The pictures are not
supposed to overlap, just be placed side-by-side in the frame

Either create a new blank image big enough to hold them both or increase
the canvas size of one of them to be bigenough to hold both Copy and
pastas new layer each and position as required any cropping and any
enhancements or adjustments then add your frame.
