Is it possible to transfer brushes created for PS7 on a MAC to PS 7.0.1 for Windows?

Copy the files from PS/presets/brushes/xxx.abr from the Mac to the Windows 
computer.

Yes. All Photoshop presets, Brushes, Actions, Styles, etc. are 
cross-platform. However, many will not work if you go backward from 
Photoshop 7 or CS to Photoshop 6 for instance.
