lcd monitor blurs when scrolling

Hi.  I have a new 19" lcd monitor that I am very happy with, however
when I scroll with mouse wheel the screen blurs.  Is this a function
of the monitor or of the video card?  Is there a correction for this
such as a new video card.  I am just using a cheap 8mb pci video card
currently as my agp card had a problem.

AFAIK, it's a problem with LCD monitors in general, not a problem of
your video card. Liquid crystals are slow (although it depends a lot
on the quality of the monitor). If you come from a CRT monitor, you
will notice it, but in a little while you will get used to it.

Well, interestingly enough, I replaced my 8 MB 6326 video card with an
FX5200 and I no longer have the blurring problem.  In fact scrolling
is now smooth with no blurring that I can detect.  I am very happy
with this monitor.
