Can't modify httpd.conf under apache 2.2.16

My system is a 64 bit system running Windows 7 Professional.

I downloaded and installed the binary distribution for apache 2.2.16.
The installation was successfull and the apache http service was
successfully started. I then started my browser and visited
http://localhost:80/ and I saw the "It works!" page.

Now I want to make some configuartion changes to httpd.conf. I stopped
the apache service and stopped another apache process, yet when I
attempt to use a text editor to save my changes to httpd.conf I
receive an error emssage that tells me that access is denied or that
the file may be open by another process.

How do I make configuration changes to httpd.conf ?

If the problem is not with file permissions, check which process has the 
file open using Process Explorer
