Program to build a dos-booting usb drive

I need a source (so I can compile/assemble it) program that
runs on *nix (actually OpenBSD) and builds from scratch a
bootable dos imaage on a usb drive.
Is there such a program?

I think freedos.org has bootable images, you could mount one and copy 
files onto it.

This is in fact my plan if I don't find anything else in the next two weeks.
