Could someone tell me what the CLI in C++/CLI means. Is C++/CLI a
Microsoft-only thing?

Yes, Microsoft invented & patented the Command Line Interface in 1998.
In fact Microsoft invented all modern computing paradigms including NUMA,
quantum computing & the control key at the bottom left of your keyboard :-)
