I wonder how variable these data are.

Keep in mind - it's not the US west coast (as a whole).

Heh heh, very good.
I suspect that the UTC time zone also covers a multitude of sins - some
newsreaders (such as my own) seem to use gmtime() rather than
localtime() to generate their timestamps.

Who cares about variability when we knw nothing about factual
correctness? Both Keith and CBF have NNTP headers which belie
their actual location, so if the script is based on that, it's
a lost hope. Not all posts include IP information, so it can't
rely on geoIP location either.

Even when IP information is present it does not necessarily reflect
actual location. For example, my IP address will sometimes be a UK IP
address even when I am in Dubai or Abu Dhabi!
Basically that information can only be approximate at best, and there is
nothing the person collecting the information can do to change this.

Could you explain that a little more? What aspects of their headers are
inconsistent with those locations?
Keith's Date: headers indicate zone -0700. His web site indicates that
he lives in San Deigo, California. Those seem consistent to me.
Chuck's Date: headers indicate zone -0400. His web site has a resume
indicating that he lives in Bristol, Maine. Those also seem consistent.
Am I missing something?

know that san diego is minus seven, abq is minus six, chi is minus five and

True - I missed the Date header, seeing only the NNTP-Posting-Date
header. (I read the headers from the bottom up, and stopped when
I'd found a date.)
