No. If you check news.lists.filters you will see that the NoCeMs for the
pill spam in comp.lang.fortran and comp.lang.javascript, as well as
most other NoCeMs for spam originating from Google, are issued by Xavier
Roche's bleachbot (see http://home.httrack.net/~nocem/ for more
information about bleachbot)."

Ray Banana is the very generous supplier of

While I use a news server which honours cancels and can and do cancel
spam messages, I don't know to what extent these propagate to other
servers. In any case, as of a few days ago there seems to be no more
spam in c.l.f., which is great---presumably due to the bleachbot above.
My newsreader shows several unread messages, but most of them are not
there, which is the signature of a successful cancel. Why c.l.f alone,
of the groups I read, is targeted I don't know.

The last I knew, cancels were generally still propagated to most newsgroups servers, but then ignored by most of them. Look up "cancelbot" if you want to see a reason why they are usually ignored.

A newer method, NoCeMs, is getting more servers to process their requests since they make it harder to fake the requests.

I suspect that the bleachbot is now heavily loaded enough that it must concentrate on only the newsgroups with the most spam - and c.l.f certainly qualifies for that.

OK, I was wrong about where the NoCeMs are coming from. But I've sent
GG a request that they become more proactive in producing the NoCeMs,
in the hopes that this will let the bleachbot turn its attention to
spam in more newsgroups.
