Plus if I ever proposed a low price like that, It's because I know that It will not take more that a total of 15 minutes for a CSS programmer to crank it out. That's about $20/hour, almost 4 times the minimum wage here in Florida. Have a Good One. Now, is anybody willing to help yet ??

Also, You pay someone what you tell them to do something you don't want to do, whereas you pay someone what they tell you for something you cannot. It is unclear and too-specific (ie. you say you want this font at this size and such colour, but you don't give any idea of what you want the page to look like, the content or anything useful of the sort).
