[java.policy file] What do I put for target?

Hi,
   I have some code that I would like to make an SSL connection.  The
code base is a commons-httpclient .jar file from jakarta.  I was
looking at the syntax of how policies should be structured:

grant code_base {
   permission permission_class_name "target_name", "action"
}

What are my potential values for "target_name" and "action"?  Thanks,
