Change from 1.4.1 to 1.4.2 in Runtime.exec

I have a signed applet that needs to use Runtime.exec.  In 1.1 and
1.4.1 this was not a problem.  I have since upgraded to 1.4.2 and now
get the following exception:

This exception would make sense except that I am able to read/write
files without any problems.
