Tcl 8.4.12(Win7 64-bit) etc/services file is not reachable

Win7 64-bit box, tcl 8.4.12 (built from VS2008 on XP box).

C:\>tcl
tcl>set filepath [file join $env(SystemRoot) system32 drivers etc
services]
C:/WINDOWS/system32/drivers/etc/services
tcl>set fd [open $filepath r]
Error: couldn't open "C:/WINDOWS/system32/drivers/etc/services": no
such file or directory
tcl>set fd [open $filepath]
