government, French government, most of Scandinavia, /all/ of China, much
of India..." switched to Linux

According to Linux "advocate" Homer "half of Europe dumped Windows and
switched to Linux."

According to Linux "advocate" Roy Spamowitz the entire country of
Venezuela switched to Linux/open source in 2007.

Considering that Brazil's Ministry of Education, and Brazil's government  
have experience in deploying large numbers of GNU/Linux machines, I would 
give a good probability that this deployment will occur.

Portugal as already distributed more than half a million similar computers, 
and Venezuela has ordered about 800 thousand that will be distributed in the 
coming year.

Brazil has been using Linux for years.  I remember when the CIO of
Brazil came to speak at a Linux expo.  Perhaps the news is that they
are switching to Mandriva.

No big OEMs for Microsoft to push around.  Besides, Positivo has been
making PC for other parts of the Brazilian government as well as
Brazilian businesses - for several years now.

That's certainly true if that's all going to happen at one time.  In
the past Brasil has gradually transitioned from Windows to Linux,
often simply installing the new software rather than replacing the
whole PC.

Reminds me of when we picked up a bunch of Atari 400's for the
elementary school kids.  It was a good thing we did, because they
frequently spilled things on the keyboard.  Fortunately, the keyboard
was sealed, so it wasn't a problem.  The kids loved them.  They
learned, Math, English (grammar, spelling, & punctuation) and (speed)
reading on them.

I haven't used Mandriva in years.  But I remember Mandrake, and really
liked it.  I just liked the support I got from Red Hat and Novell
better.  Now that Novell is being taken private, and they have sold
something to Microsoft, I guess Brazil doesn't want the risk.

NetBook Linux has had some really good launchers, which make it really
easy to get to the most commonly wanted applications and still have
access to the other less popular applications.

Several departments of the Brazilian government did switch to Linux,
and have been using more and more Linux over the years.  They seem to
really like it.

The statement is true, but misleading.  Each of these governments has
officially adopted Linux, but it's more of adopting a policy that
includes and supports Linux AS WELL AS Windows.  Some municipal
governments considered a "no Microsoft" approach a few years ago, but
personal visits from Microsoft's top executives convinced them that it
would be prudent to continue to purchase the machines with OEM Windows
licenses, and to leave at least some workers on Windows.

Many organizations have adopted a long-term strategy for a gradual
transition to Linux.  Microsoft is aware of these plans, and has felt
the pain in the serverr market, but has been able to persuade most
customers to at least accept the OEM license that OEMs normally ship
with their PC (making it harder for OEMs to know exactly how many
customers are using PCs for Linux).

That would be very inaccurate.  Most organizations haven't dumped
Windows, and certainly haven't dumped Windows completely.  In many
cases, users still have access to remote Windows consoles when they
need it - which is one of the reasons they still need those OEM
licenses even if the workstation itself is running no Microsoft
software - the OEM license permits them to remotely access Windows
desktops.

The availability of machines capable of running Linux and Windows at
the same time, has made this configuration very popular.

Once people have had a taste of Linux, they usually go running back
to Windows and make certain they tell all their friends how awful
their Linux experience was.
