What is number of complaints about an OS/distro or OS/distro release is 
OK? 0? 5? 5000? What? And why is Windows OK with all of its related 
complaints and Linux related distros not?

Well Windows called me and we discussed why I should be answering
questions directed at DFS. We also discussed that your question is so
grammatically incorrect, that it's hard to know exactly what you mean.
Do you mean why is it ok to complain about Linux and not about
Windows? Well contrary to popular belief I'm not DFS, but in my
opinion it's completely fine to find complaints about both,
considering what this group is as opposed to what it should be.

If I was drunk,  maybe I'd understand what "[w]hat is number of
complaints" means and "why is Windows OK with all of its related
complaints" means. Does it mean that Windows is okay with people
complaining about it and Linux is not? Well maybe Windows just has
more self-esteem. Maybe Linux wants to be taken more seriously and
feels the need to defend itself from attacks.

Look at what you wrote, then look at what Rick wrote. A modicum of
grammar makes all the difference.

No it wasn't, because you can write a proper sentence. I guess to
answer that question, and to get all Bill Clinton on you, it depends
on what OK means. Windows isn't perfect, and the complaints verify
that, but OK doesn't mean perfect. I would classify OK as something
useful and useable, which I think Windows falls under. Same as Linux.
Do we have different opinions on what OK means? Is Windows not OK
because people complain about it?

Why, with all the complaints about it, is democracy OK? These kinds of
questions make little sense to ask and have no real answer.
