somewhere else to give our jobs to that will pass them???

Maybe it's more like:
'We've managed to persuade our government to pass some laws that tie
computer programmers up in a load of legal knots, primarily so that a few
large companies can maintain their dominant position in the industry, and
we know that if we can't sucker or bully the rest of the world into doing
the same, we're going to face some serious competition from countries
whose programmers aren't having to constantly look over their shoulder to
see if the project they are working on violates some trivial patent'
