.... admit publicly that its management is incapable of designing,
implementing, or testing software. Gates and Blammer hope to delay
collapse of their monopoly powers by "off-shoring".

These infoworld reporters seem a bit nasty.
Why can't they point out that GNU/Linux penetration
is helping to reduce piracy?

.... more proof that micro$oft's monopoly power has kept prices
artificially high for years.

"Windows XP Starter Edition is a version of the operating system designed
for a specific market that is easy to use, support and sell, Will Poole,
senior vice president of Microsoft's Windows Client group said in a
presentation at the company's annual financial analyst meeting here."

What?!?!? Windows XP Home isn't crippled enough?!??!?

That would be a very delicious irony, wouldn't it?!

Ah, but here's the beauty of this strategy. The less that's put
on the system when it walks out the door, the more that has to
be downloaded later directly from you-know-who, and the more
Microsoft might be able to glean regarding the downloader's
desires, habits, preferences, etc. After all, they presumably
can cross-key the downloads using the XP Serial Number through
Passport.

ObHehHehHeh: HehHehHeh.

But don't worry. Microsoft won't use it for anything evil.
