what exactly IS an exim conf file?
is this a perl script? or some custom language specific to exim?

You don't edit sendmail.cf by hand using /bin/ed ? :-]

The exim config file's syntax is defined in the exim spec (should have
been included with exim) but that's a fairly technical and dry read.
The syntax used has some Perl-ish constructs, but is not really Perl.
If you need to get started quickly, the exim wiki is a pretty good place
to start; they have config file examples all over the place there.
FWIW, I found postfix easier to configure than exim. exim, however, is
a bit more flexible in what it can do with mail in terms of rewriting it
or delivering it to local places.
