Win7 out of environment space

Because I want to use an alternative to == IE IN YOUR FACE ==
for my slow/expensive inet connection, I get 
<out of environment space> errors, for long URLs, with lynxW32.

Apparently this would normally be fixed by editing 'config.sys'?
I'm not really a Win user, but I installed my old DOSbased 'nc'
for such file-management jobs.

Now I see that Win7 c:\ has TWO each of config.sys, autoexec.bat,
...etc., not only as shown by `nc` by also by `dir` ?!
What is this?

I think I tried to edit one previously, and it was 'write protected'.

Has each user got their own <config.sys> like in a proper OS?
How can I work around this problem?

I didn't think win32 apps had those limitations. Sure it's not the DOS 
386 version.
Note that DOS and the Windows command prompt (that lynx w32 runs in) are 
completely different.

I've never seen this on any windows system and not on my current Win7 
machine.
What is the exact dir /a output?

Yes, the editor needs to be elevated (run as admin) to edit them.

No, What "proper OS" has user specific config.sys files?
It is only loaded once on startup...

(Oh, and what does this have to do with win32 programming?)
