Ihave been searching but cant find the correct answer on how to
reenable the bios on a 2940uw adaptec card. Let me say first offf
CTRL-A dosnt work, no banner is displayed and the os sees the card ok.

Yes, it does. 
If not, then your bios is dead and no way to re-enable it.
Try reseat the card first.

I am still having this problem , got another board and still no bios. I
was able to flash the bios but it still wont display on boot up.

Look in the system BIOS for options related to upper memory and BIOS extentions.
Make sure the SCSI PCI IRQ is not shared with a storage/display/network adapter.
