Read a non text file - convert dat file to text

How can i convert a weird looking file to text file.

I know the main info is stored in the file which looks like below.

Open it with notepad, select all (ctrl-a), then start typing ;)

If you don't know the structure of the binary file, converting it to a 
meaningful text form isn't really possible.
