I would like to create DICOM Image viewer  and also want to implement
DICOM services like C-FIND,C-MOVE etc to communicate with the PACS

I would like to use the API for both the viewer and DICOM services.

Could any one please tell me which is the best open source API  in
JAVA

I can't say if it's "the best", but you should probably take a closer
look at dcm4che.

I second the dcm4che suggestion.  I think it's the best, but I'm
biased of course.  :)
