MR Spectroscopy : Multi-frame functional groups

While preparing the MRS data, is there any restriction that some
functional group shall be included in per-frame or shared functional
groups? Or, is that a logical comparison of frame-wise data which
decides whether it is a per-frame or shared?

Strictly speaking, if the values are the same for all frames, then
it should be shared, though it is unsafe to depend on this as a
receiver (if one cares, one should check for identical values).

If it is different for any frame, then it must be per-frame (obviously).

This really depends on the interpretation of PS 3.3 C.7.6.16.1.1:

"Those Functional Group Macros that apply to all frames are included
in the Shared Functional Groups Sequence (5200,9229). Functional
Group Macros whose attribute values may vary from frame to frame
are included in the Per-frame Functional Groups Sequence (5200,9230)."
