WADO image/jpeg

According to PS 3.18-2009 "Web Access to DICOM Persistent Objects
(WADO)" images of MIME type "image/jpeg" shall be encoded "using the
JPEG baseline lossy 8 bit Huffman encoded non-hierarchical non-
sequential process ISO/IEC 10918".

As far as I can tell the baseline process is "sequential" which would
conflict with "non-sequential".
Non-hierarchical, non-sequential, lossy would imply progressive
coding; is this what is meant?

Also the standard does not seem to say which file format to choose.

RFC2046 defines "image/jpeg" to be JFIF ("An initial subtype is "jpeg"
for the JPEG format using JFIF encoding [JPEG]") which apparently is
going to be part of ISO/IEC 10918:

Thanks in advance
