pool ntp servers
Is there a way to query somewhere to get a list of the current (active)
pool.ntp.org servers?

Since its handled by RR DNS you can just do a DNS lookup on the
pool.ntp.org host. Tho this maybe isn't the best way.
<rot13>
wnzrfe@wce-2:~$ ubfg -g n cbby.agc.bet
cbby.agc.bet N 207.188.193.108
cbby.agc.bet N 209.234.76.4
cbby.agc.bet N 213.205.157.156
[favc]
</rot13>
Better still is to use the interweb:
<rot13>
uggc://jjj.cbby.agc.bet/
</rot13>

Not all of them at once. You can get a selection from DNS pool.ntp.org or <geography>.pool.ntp.org
(eg europe.pool.ntp.org). If you want all of them you'll need to come up with a good reason and ask
the pool admins for a copy of the current list. Note that "I want to hard code them into my
embedded system" is not a good reason :-) (inside joke).
more info at http://www.pool.ntp.org and http://www.pool.ntp.org/vendors.html

Hum, well, is there any way to be notified or otherwise tell when my
time server is in the queue? Except, maybe look at traffic load?

Not easily - plus even when you are not in the current set of servers being advertised by the DNS
you will still be getting traffic from people who got your address when you were in the rotation.
There has been some pretty extensive discussion of traffic patterns on the timekeepers list - are
you on that list?
