to the pseudo-code in HAC? (If yes, a certain interpretation issue

A conservative estimate (using my Python code) of runtime of my
suggested test program is about 1000 sec. if everything of that
implementation is ok, otherwise much less.

Perhaps you could somehow find a way to call the attention of the
author of that implementation to the issue, in case you don't
have the time to do the test yourself.
