MATLAB Compiler Runtime on Windows #2

Following the instructions on the steps by the Programmer to Deploy to
End Users ( http://www.mathworks.com/access/helpdesk/help/toolbox/compiler/br2jau...
) for MATLAB , i tried installing the MATLAB Compiler Runtime on
Windows  .
 However when i run the matlab.exe file , I get these errors on the
target machine:

    C:\Program Files\MATLAB\MATLAB Compiler Runtime\v710\bin>matlab
ERROR: Can't start MATLAB (line:753) System Error:2, The system cannot
find the file specified.

    C:\Program Files\MATLAB\MATLAB Compiler Runtime
\v710\bin>mexext.bat The system cannot find the path specified. Error:
MEXEXT: Unsupported platform.

    C:\Program Files\MATLAB\MATLAB Compiler Runtime\v710\bin>mex.bat
Error: Couldn't find C:\PROGRA~1\MATLAB\MATLAB~1\v710\bin
\win32\mexopts.

Building with the -largeArrayDims option enables the new API.

    C:\PROGRA~1\MATLAB\MATLAB~1\V710\BIN\MEX.PL: Error: No compiler
options file could be found to c mpile source code. Please run "mex -
setup" to rectify.

    C:\Program Files\MATLAB\MATLAB Compiler Runtime\v710\bin>

How can i fix this? 

I do not have Kaspersky like mentioned here : http://www.mathworks.in/support/solutions/en/data/1-2ZRQIV/index.html?solution=1-2ZRQIV
