I made some more improvements to my graphical front-end for cbm4win.

- Handles SEQ filenames correctly, for both read and write.
- Fixed a bug with the INI file save location and improved handling of
defaults.
- New option to inhibit the automatic directory reread after most
operations, so errors aren't covered up.
