 Arx Fatalis - Dispel or cancel current spell effects?

is this possible, I hate floating for 10 minutes or more every time I need
the levitate spell.

Yes, It's possible - one of the function keys, iirc .. it's probably in 
the manual someplace, if you look real hard.

It's either key 4 or key F4, can't remember which.

I really have tried in the troll caverns but it seems you cant change
altitude. I had to reach the same height as the target and step off and
float across, then go higher on foot and float to the next ledge and so
on....

No. The developers have gone to great lengths to ensure that you can't 
go up/down .. many of the puzzles rely on this - the back entrance to 
the snake women, and the route to the Ice Dragon, to name the main two.
