CVS missing in Jaguar???

I just got a brand new powerbook with 10.3 on it.  Much to my surprise, 
there's no CVS installed.  It used to be part of 10.2.  Anybody have any 
idea why it's missing in 10.3?

Because you have not yet installed the developer tools.

Yuck.  When I try to run the installer, I get "An error of type 
-536870208 occurred while copying".  I tried it several times and got 
the same error each time.  I'm guessing that means my DVD media is bad?

Could be.  If your PowerBook came with Panther, though, the installer 
for the developer tools should be in /Applications/Installers on your 
hard drive.  At least, that's where it was on systems that shipped with 
Jaguar. :)

Does anybody know how to decode error codes?

I was on the phone with Apple Tech Support for over an hour the other 
day.  They insisted this was some kind of software error, but couldn't 
tell me what.  They had me disk first aid and verify my file system and 
permissions.  They seemed to be convinced it's some sort of permissions 
problem because they had me create a new user and try the install as 
that user (with the same result).

At my request, they're sending me a new copy of the DVD, even though 
they didn't think that was the problem (I'm no longer convinced it is 
either).  Now, here's where it gets wierd...

I just downloaded the X11 package (X11User.dmg) from Apple's web site  
When I double-click the dmg file, I get "The following disk images 
failed to mount:  X11User.dmg  error -536870208".  Googling for 
536870208 came up with two other references to this error number:
