Macintouch has some.
But I think I can summarize it:
Do you use iDVD or iMovie? Do you have a large iPhoto library? Do you want to
play with GarageBand?
If so, it's worth upgrading. $50 isn't much for all four applications.
(iTunes does not count; that's available for free.)

Well, first of all, it is unlikely that it will be bundled with the
next version of the OS -- Apple only mentioned retail purchase and
bundled with new hardware.
If you find the current iPhoto slow, then the performance improvements
there might be worth the $50 all by themselves. I think that GarageBand
is well worth the $50, even if nothing else had changed. The iMovie
enhancements are nice, but (at least i.m.o.) relatively minor. The iDVD
improvements, though, are major -- the new encoder is great and the
improved menuing + the map are kick-ass.

I use iPhoto and iDVD (and of course iTunes), but I've upgraded to
Final Cut Express for video editing. I was having problems with my
iPhoto library being too big, so I just divided it up into different
libraries with iPhoto Librarian. Now it looks like they've addressed
this problem. Is it possible to combine these separate libraries into
one without losing any information?

It depends on how you use iMovie, but for me, the changes are a very big
deal. I've been making amateur music videos. And the ability to drop
clips anywhere on the timeline is a big win. As is the ability to
adjust the length of a clip by dragging, as opposed to the old "remove a
few frames; oops!; undo" approach. And the performance of transitions
and other editing feels a whole lot faster.
