Runing MacOS X 10.2.6 ...

Is there some way that I can open a Publisher file on a Mac?
Apparently, Publisher can save in Word format.  However, the Word file
that got created seems to have missing linebreaks.

Not directly, no. Sorry.

Among other things. The Word file will be missing some formatting as well, and
the layout will not be the same.

You can create a PDF of the document from Publisher and edit the PDF in
Illustrator; that's about as close as you're going to get, I'm afraid.
