Application won't run in other User accounts

In Mac Os X.3, I find that many applications will not run in any of the
User Accounts, administrative or otherwise, other than in the My Account'
primary User. 
 
I have looked in the Preferences/Accounts page but the limitations is always
dimmed.

For instance, in another administrative User account (other than my primary
User account), iPhoto actually loads and shows a menu line at the top of the
screen, but with most of the menu items greyed out, and I cannot open a file
or get a picture page.

Then again if I try to download using Internet Explorer it fails every time
yet it works perfectly well when in my own User account.
 
Is this a common complaint or am I doing something silly?  Can anyone
advise, please?

You posted the same question - verbatim of the 1st, 2nd and last
