7.0.x and 7.5.x are. But 7.1.x and 7.6.x are not.

7.6.1 is not free. A retail 7.6.1 disk -- in other words, not a 
machine-specific one but a truly universal installer -- is not easy to 
find. His $5 starting bid price is reasonable.
