Mac OS: audio problem with flash videos on CNN

I have Mac OS 10.5.5 and I'm trying to watch videos on CNN.com, but
the audio keeps stuttering or spluttering, syllables are lost. The
video signal is also slowed down. It almost seems it's constantly pre-
loading as it plays, but in fact the red bar under the video indicates
that it already has fully loaded.

When I ctrl-click and look at the Flash settings, I see:

Local Storage: How much information can i.cdn.turner.com store on your
computer? 1MB
Currently used: 0KB

So, it's set to 1MB cache size, but it's not using the cache, for some
reason! BTW, this happens on Safari 3.1.2 and on Firefox 3.0.3. I have
flash version 10,0,12,36.

I've found the same using Opera and Firefox.  The only way to improve it 
is to pause it and let it load 100% before playing.

The prior version of Flash (9,whatever) works fine for me on the same
site even though I have its cache set to 0.  So... I don't think I'll
be updating it just yet.
