I ran Software Update but didn't accept anything.
But suddenly apps left and right are telling me there
are new preferences to update with, will I accept.
I tried "yes" on Safari, and it lost my "Block Pop-Up"
setting, set my blank home page to Apple, and there's
one Safari prefs pane in there that keeps asking to install new
prefs and I have to hold down the return key to close
that pop-up window repeatedly while I take the mouse
and click on the next pane. The bookmarks pane.
Sheesh.

Hi Tony,
You didn't get the new preferences from Software Update. That doesn't
update preferences w/o installing an application.
I know the message you are referring to. I got it once for an
application of mine. I'm wracking my brain, but for the life of me
can't remember why/how that message came up.
At the time, I remember being intrigued by it and did a Google search
with the text of that message. It took me pretty directly to an
explanation. I believe it was related to my Tiger upgrade. Do you
have the exact text of one of the messages?

I've been plagued with messages, but not after I upgraded to Tiger.
But that doesn't stop it from being Tiger. ;-)
I have performed what is supposedly a confirmed solution:
Delete ~/Library/Syndication/Database3
