commenting a draft by hand - howto

Hi,

given a draft of a paper as pdf file, I'd like to write comments / 
underline or cross out some parts by hand.

Given Linux and a Wacom tablet, which software would you recommend for 
that?

Foxit Reader allows commenting and saving the commented pdf.
A version for Linux is available, too, however I am not sure whether
this includes the commenting known for the Windows version (the Linux
version is older) nor whether it will work with your Linux, but you may
give it a try (I can't). 
Open http://www.foxitsoftware.com/downloads/index.php 
then scroll down to "Foxit Reader for Desktop Linux".

On http://wiki.ubuntuusers.de/pdf 
also running "pdf xchange viewer" under Wine is recommended,
see http://wiki.ubuntuusers.de/PDF_XChange_Viewer
